In India, the Central Government introduces various schemes under the vision Atmanirbhar Bharat and Viksitbharat@2047. Under such visions to make India self reliant by 2047, there is one scheme called One Nation One Subscription 2025. This ONOS Scheme is just like the other Subscription models that we are seeing in this era. Under this ONOS Scheme the Central Government, Ministry of Education acquires the national licence for the e-journals and articles. As of now, 30 major international journals are included. As part of this scheme, the students, researchers and faculty members would have access to these articles, journals databases for free of cost.
One Nation One Subscription 2025
Under this Subscription model, the Central Government Institutions, State Govt. Institutions and R&D Institutions will have access to these journal databases. The students, faculty members and researchers from these institutions would get access free of cost. This scheme would benefit approximately 1.8 crore faculty members, students and researchers.
The Phase-I of the One Nation One Subscription 2025 is approved for three years which are 2025, 2026, 2027 which means it starts from 1st Jan 2025 and ends on 31st Dec 2027.

One Nation One Subscription Benefits 2025
- Access to Knowledge: The students, faculty members, researchers would get knowledge from scholarly journals and publications. These not just include one stream but it includes disciplines such as STEM, Finance & Accounts, Medicine and more.
- Global Research Participation: Due to this access, the more Research would evolve and India can reach as Global Leader in R&D.
- Inclusion of Diverse Institutions: As the publications and databases are in digital mode. The institutions in urban or remote areas can have access to these Journals.
- Discounts on APCs: Under this scheme, the Indian researchers can now publish their work with less Article processing charges.
ONOS Eligibility 2025
ONOS Eligibility here means which institutions can be part of this program and who can access the journals and articles under this scheme?
- The Central or State Govt. Institutions and R&D Institutions are qualified under this program. Such eligible institutions need to register at ONOS portal so that they can get their User ID + Password.
- This subscription is centrally coordinated by Info and Library Network. The INFLIBNET would distribute the digital access to these qualified institutions.
- The students, researchers, faculty members can access these digital resources.
- These resources can be accessed via Institutions via their own static IP Address or if they don’t have then they need to set up IDP and students should get their User ID and pass from their institutions.
ONOS Phase-I Funding
For the first Phase Rs. 6,000 crore is allocated and this would cover three years i.e. 2025, 2026, 2027. In this funding, the subscription charges would be covered and Rs. 150 crore per year is allocated for beneficiary authors to publish their OA journals.
